Considering the current meta of Benchmark -> Problem -> Dataset -> Retrain ... This seems like a free paper.

Honestly pretty happy about this trend. Architectural modifications are contrived 99% of the time to try and check some notion of novelty for reviewers. Hopefully this will not be as important going forward.
