He will pardon as many names as he is given before leaving office (if he does). Federal legal ramifications are pretty much non existent.

You are right. Of course he will pardon all of them in advance. As many as he can. They can and need to be charged with civil crimes and state laws.

He will pardon every single one of them Preemptively. They won’t be federally charged ever. Unfortunately. They can be held liable in civil court and other state cases.
