Agreed this seems totally sane.
If they knew which routes didn't flood or if lidar could measure water depth then maybe it would make sense to offer limited service?
I've driven in very heavy rain in the bay area and it's OK but you need to be careful.

I think the one in MD has it backed up well, and those with the most critical time needs also run their own less accurate, but effective atomic clocks. I understand they'll just drift ever so slightly from official time and then re sync when it's back online.

I do wonder if that's part of why they feel comfortable doing this now.
Take 850k barrels per day off the market, boost US oil and avoid terrible price spikes.
Hopefully thought China doesn't get pissed off about the lost supply...
