Why not have both federal & state heakth insurance coys. Since they're funded by tax payers, no need to make a qtly profit, as long as they break even or try to recover costs.

Make free healthcare a human right, if states are in debt this can easily be resolved by MMT at the Federal level.

Interestingly, China has embraced antitrust enforcement (helped with state subsidies to ensure greater competition). Now they're no.2 economy in the world, and will likely surpass the US if not already in several fields (construction, solar, EVs, & rare earth metals).
