I wouldn’t say ineffective. They shouldn’t be looked at or even utilized in isolation. They are better suited as a complementary policy tool, working alongside regulations/enforcement to reduce the number of unwanted firearms over time. Is not solely a short-run issue.

Internalizing externalities by providing an incentive that outweighs the opportunity cost of holding onto a firearm would decrease supply. Banning the retail production of firearms would prevent new firearms from entering the market.
