This is important news, however, when those same scientists say "even with perfect data we can't say for sure that this is of a biological origin on an alien world" what is the point of trying to detect it? We're never going to know for sure...

"Evidence for" and "discovery of" are two different things.

By "local" do you mean local councils? If so they would be no better, they can be the most wasteful and corrupt organisations in this country.
There is no reason to expect them to be any better than central governance; they're run by human beings after all.
