This is a solid system you've set up. Well done. I'm not sure they'd put Arcane Signet in anything other than Lvl 4 due to its inclusion in every precon, but maybe all other 2-mana ramp would be out of Lvl 4. Hopefully we get something like this.

This plus some notes about the brackets for tutors looks like a great start. Hopefully Gavin listened to you ;-)
