The Qatar bribe is *initially* going to the Department of Defense so Donald can avoid paying for jet fuel, pilots, and maintenance. It is *then* going to his "Library" so Donald can can continue avoiding personally paying such costs--and avoid paying taxes. The entire scheme is a scam.
