The bigger issue is that the gift is to Trump and not the USA. Trump gets to keep the plane after he leaves office. That is about as far of a bribe as you can get.

I've got news for him, yes there are death penalties in those countries, but they still have drugs. Even Saudi Arabia has a drug problem (mostly their women). If there is a market there will be products. If you kill one cartel, another will form to take its place if there is money to be gained.
