Some progress and comparing I messed around with in the process.
I have ALWAYS hc Shadow as Hispanic or at least that tone. I coloured that originally, but the lighting kept making him white and man it took so many edits to get a shade I liked.

Because of this, and the results of a private test (no fine detail because I do not support others making generative AI) I am 99% sure the EN VAs are AI. I ran a sample of Xavier and I was able to entirely replicate how he sounds in the game.
Now I now why EN was so uncanny to me and I had to go JP
