At no point in time did they ever have access to personal information. As a retiree this scares me and should frighten every single American who is receiving Medicare or Social Security benefits.

Now, when the USDS was first created, its staff was a group of young but very experienced coders whose only role in helping the Department of Health and Human Services was to "fix" the Healthcare.gov site so folks could sign up for their Marketplace (or the wrongly named Obamacare) health plans.
