What I’ve seen in a different country in a similar situation - they think “it’s temporary, we’ll just weather it out and it’ll get back to normal soon enough. In the meanwhile we’ll keep up the good work without drawing too much attention”. And to be fair, sometimes it gets back. Just not always.
