The system plans (roads, utilities) in area plans are reviewed by professional engineers and planners. Developers build the hard infrastructure and the city staff (professional engineers, planners, arborists , ops) reviews engineering drawings and inspects what they build. These are in house staff.

BILD is a developer coalition advocacy group. Your point about banks is key, but be careful about development charges. Those fees fund admin review planner/engineer salaries, so if you cut them you either can’t do reviews or you simply pass on those costs to the public in the form of higher taxes.

Yet unless we change how housing is financed, you will have more dense unaffordable housing. Density is not the problem per se… Edmonton approach treating every neighbourhood the same is fundamentally flawed
