Trying to bring back manufacturing to the US, in theory, would work. But, when iPhones start costing $2,000 and above, and car prices soar, the people that will be affected are the population that you mention. Thus I say, bring it on.

To be ultra sure that any malware is gone, download Hiren's Boot CD from www.hirensbootcd.org/download/ and create another bootable flash drive with it. Boot computer using the flash drive and do a low-level format of your computer's drive. Now install Windows on it and you are good to go.
