If a country’s government bans a book it won’t be available to the public, but other entities (like schools and libraries) can ban books too. These books aren’t available in these spaces, but these books can still be bought elsewhere.

Banned means it is not allowed somewhere, not that it isn’t available anywhere. Most banned books have been banned from schools and/or libraries and not because the aren’t appropriate for children.
