Would've been cool to free roam the tower though! Good on you for trying. If I ever happen to find a way to glitch during the cutscene maybe and make it work, I'll let you know.

That's correct! The game unfortunately doesn't have those physical assets loaded in when roaming Nefarious City. They'll only load in during the cutscene that takes place there. I've managed to test it myself using my own method (there's a photo mode glitch that allows me to view the entire skybox).
