For ten years, PANA has been a home for refugee power. We were born in direct response to discriminatory policies, and we have grown into a forceful advocate and fighter for our communities.

This work is about ensuring that every member of our community can live, pray, and gather without fear of being targeted by our own government. PANA will always work to protect the sacred right to privacy and belonging for all.

PANA helped lead the TRUST SD Coalition, a powerful alliance of 30 community organizations formed in response to the secretive deployment of surveillance technologies like Smart Streetlights across San Diego.

From our start, we've organized against the discriminatory surveillance that targets Muslim, Black, immigrant, & refugee communities in San Diego. We've fought to end programs like the Joint Terrorism Task Force & Countering Violent Extremism, which harass & profile our neighbors.

Today, we are watching our dream realized with the soft opening of the Global Market, led by the Karen Organization of San Diego. This is more than a market. It’s a sanctuary. A place to replace economic insecurity with opportunity, and othering with belonging.

For a decade, that vision guided us. And in 2023, that vision took root, literally. PANA purchased 2.2 acres of land to develop the Global Village, a first-of-its-kind campus for housing, entrepreneurship, and power-building.

Our journey to the Global Village began not with blueprints, but with listening. It started in 2015 with our first Refugee Community Experiences Report, where refugee leaders collected over 500 surveys in 18 languages.

This grassroots effort led PANA to draft and propose a powerful Tenant Protection Ordinance (TPO). Designed to be a shield for San Diego renters, the TPO closes the loopholes landlords use to wrongfully evict families and provides relocation assistance to renter families who face no-fault evictions.

On Human Rights Day in 2016, PANA launched the #RightToARoof campaign, declaring that affordable, quality homes are a fundamental human right. We organized over 200 community members to give powerful testimony about the urgent need for housing justice.

From our earliest days, we heard the stories. Our 2016 Refugee Community Experiences Report documented the crisis of "hidden homelessness," where families are forced to crowd into small apartments, paying high rents for poorly maintained units.

These young leaders have secured major wins, advocating for policy changes that create a more inclusive San Diego. Their powerful voice has been pivotal in advancing critical initiatives, including the fight for legal defense funds to protect immigrant families, redistricting, & getting out the vote
