Add to that intentionally destroying government records, using unapproved channels and apps to conduct government business to try to get around record retention laws, and creating lists of banned words and "wrong ideology."

The gesture was clearly an intentional Hitler Salute (Hitlergruß), probably for shock value, but was also welcomed by Neo-Nazis. The gesture is illegal in Austria and Germany, which is why Die Zeit blocked out the salute in the photo.
