The reality is patient groups have been doing this kind of advocacy for decades on tiny budgets. Some — eg ME/CFS — have successfully unwound DOGE cuts (eg ME Alliance and RECOVER $). They need funding and coordination from deeper pockets, and to be pulled into the tent with civil rights/enviros.
