yes, true it applies to only CASH tips and also only VOLUNTARY tips. If an establishment requires a tip (ie 18% service charge for parties of 6+) those are excluded

Also tips must be paid in CASH and if a business automatically adds the tip as a service charge then that is excluded (like you said, voluntary)

If Trump kills FEMA, the 'blue' states will likely be just fine. Florida, Texas, Louisiana & North Carolina receive the most assistance from FEMA while contributing the lowest in federal taxes. I feel bad for those 'red' states in the midwest and southeast but ya'll voted for this.
