I have setup my VOIP number so that any calls from an "Unknown Numbers" gets routed to a voicemail inbox which plays the "This number is no longer in service" message for 3 minutes before actually allowing them to leave a message:
Basically it repeats this -> www.youtube.com/watch?v=NNb4...
