You're right. Apple would however need to actively choose to ostracize the USB-C community. I heard countless people complain about it. Some even switched over to android.
Apple has high walls around it's garden, but lightning ports were not going to be a hill they'd die on, I think

Bluetooth and WiFi did not rely heavily on government intervention to become the dominant standards they are today. Their success was primarily driven by industry collaboration, market forces, and the development of open standards.
I think eventually the same would have happened with USB-C

Markets would eventually have solved this. All phones except apple's already have USB C for years. As do gaming console accessories. World was already moving in the right direction. Didn't need millions of tax Euro's to force the issue.
