I believe even 16 is too young, it should be at the lowest, 19. As the brain is somewhat developed, therefore the hormones wont have an effect on brain development.
And better yet, the child or at that age adult, will be old enough to be accountable for their own decisions and actions.

Just to be clear, I do not have an issue with the transgender movement and anyone who feels they fall under that.
