Looks like it is referring to this area, which Hennepin County data pretty clearly indicates is public. Each of those three adjacent lots is ~0.25 acres with an assessed land value of ~$365k (2025). The land in the strip is very steep and wooded, with utility poles running through it.

The parking aspect of Milwaukee Ave is not often discussed — something like 8 (small) lots worth of space are set aside as surface parking. The homes on Milwaukee Ave do not have garages, though it looks like some (on the west side, with an alley) have converted back yards to paved parking.

Closing a street to cars is very easy. Getting the government to enforce its closure to cars is very hard.
