To my knowledge the consequences were just being reprimanded by his stable master and ordered to shave, but I am unsure. As it occurred on multiple occasions, I doubt he got an official penalty. Whether that's because there were no rules in place for breaking that tradition or not, I don't know

Might I recommend you research Kokkai Futoshi? He was a rikishi who sometimes forewent shaving when entering honbasho, much to the dismay of his stable master
