I just can never get past being entirely stunned at his incompetence, ignorance, and vile behavior. That and he is basically illiterate.

Few white people are up for it. Maybe because they don't understand what's in it for them, what do they have to gain. That's because they don't even know what they've lost: their indigeneity, their worth beyond productivity for capital, connection to ancestors. 5/

I don't believe this document was created then. I believe it was created in the last 3 months or so. I believe it was created after the files were reviewed as a defensive tactic.

Their strategy is to create a bed of chaos and confusion, muddied compliance, and gaps of non-compliance. They are "kicking the can down the road" as long as they can. Ensuring accountability is waaaayyy down the road.
