The only thing I can put just a smidgen of blame on Biden is Garland and not being a one term president. He could have walked away saying he patched up Trump's disasters but it was time for someone new. Kind of like Burt Lancaster's character in Field of Dreams. He got his time at bat.

You can see that same impassive face on other politicians to deter the photos from being used as propaganda. Example would be when Bill Clinton was in NoKo to negotiate for hostage release he didn't smile in one photo for that reason. Pope Francis did the same during Trumps first term.
