Once Palestinians can govern themselves in that microcosm without falling to fundementalist Islamist lunatics, a plan for wider national independance can be talked about since there will be a precedence for proper Palestinian self-governance.

We need to end the Gaza war as soon as possible, get Netanyahu and the Likud out, and with a sane Israeli government in conjunction with international aid reinstate a moderate Palestinian government there.

I echo your support of the two-state solution, but stopping military aid won't change much. Even if the military budget in Israel will be cut in half, Israel can very well defend itself or maintain offensive prowess without it.
A broader plan must be made.
