DOJ will announce a brand new criminal investigation so the Republicans are safe to vote to release the files. They know the files will not be released because of an ongoing criminal investigation. Simple as that, they run out the clock for years doing a bogus investigation they'll claim is real.

Even if it passes with a veto-proof majority, then immediately you will see the DOJ and FBI declare they are opening a new investigation of the Epstein file and can not release the files due to an ongoing investigation. Then they will run out the clock and find nothing in the end.
