Of course they won't. Dwarves are already a separate race on Lorwyn/Shadowmoor (duergar) and Dominaria also has both dwarves and kithkin. They said they didn't give hobbits & halflings the kithkin type in the LotR and D&D sets despite being the closest analogue because kithkin were unique to Magic.
