I reported on the Star Line a million years ago. When I asked Metra leadership if service would be frequent enough to not need to memorize a schedule, they laughed

It might work if the City actively fought against it. But I suspect CPM would at least try to turn it into a compensation event. It’s been a while since I reread the contract

Failure to enforce also qualifies as a “compensation event.” The City got dinged for that when it suspended enforcement at the beginning of COVID.
