I think your numbers are off by an order of magnitude. At least in California the budget for all prisons and police forces is 6% with a health budget of 26%. Obviously the numbers may change country by county but we're talking about state policy here

Actually solid response. My response is that this is a national problem and the federal government should step in fix it.

If I had to bet, the AI models probably told them to do just that and they ignored it.
Even if they didn't, AI is just a tool. As long as the company isn't specifically advertising their model as a therapist, I don't see why they're responsible for someone misusing their product
