Today, Nov. 17, is International Student Day, a global celebration of higher education. We looked at the recent history of lobbying on issues related to international students and found this year to be the busiest on that topic since 2020.

We ran the numbers to see which metro areas provided the most campaign dollars in 2024. Most of the top 10 are among the most popular cities. But #10 on our list, the West Palm Beach-Boca Raton area, is an outlier, falling much further down the population list.

Ballard’s income mushroomed to $20 million during Q2 of 2025, an increase of $6.1 million over the previous period. If Ballard keep up that pace, it could break the record for annual earnings ($67.8 million, set last year by Brownstein, Hyatt).

The Chamber spent $19.8M, up just $10,000 from the quarter prior. The National Association of Realtors spent the second most, $16.2M.

Top lobbing firm: Ballard Partners

Partners raked in $20M during Q2, continuing a growth pattern, up from $13.9M in Q1. Both White House Chief of Staff Susie Wiles and Attorney General Pam Bondi worked for Ballard before joining the administration.

Industry leader: Pharma.

Pharmaceutical and health products companies continued to dominate the lobbying space in Q2, spending $105.4M. That industry has spent more on lobbying than any other, during every quarter but one, since 2010.
