These bombs were apparently approved by, created and maintained across a number of past administrations for the specific purpose of dealing with Iranian bunkers.
I feel any past POTUS, confronted with a context as currently exists, would certainly have approved a similar strike.

The recent images of trucks lined up outside the bunkers may made the decision to bomb less of a choice, but a dire necessity.
Submarine launched cruise missiles may have been targeting facilities perceived to be the destination of the trucks in order to destroy whatever it was they were carrying.
