No, it is not. If two ppl make an agreement to have sex in exchange for money, then that is consensual. Again, you're making all these assumptions about see workers that stems from your own stereotype about them. You even referred to them as "prostitutes", which is a slur.

Regardless if it isn't "100% enthusiastic", it is still under consent. I find it odd that there's this binary between "100% enthusiastic consent" & "less than 100%". Besides, none of us are mind-readers.
