if someone has no other choice, and they can make a home from a building that is otherwise abandoned and unused, it shouldn't be illegal.
having abandoned and unused buildings should be illegal. either make use of it, or sell it on to someone who will.

normally i would agree, but when a recipe calls for salt to be added, and to use unsalted butter - i think that's to control the amount of salt in the recipe (but just to be clear, outside of that use-case i agree with you)
