I see a scenario like this:

Somehow, in conversation, one of his aides said, meaninglessly, "oh, sir, you can't go on the roof."

The First Felon stuck out his chin, as much as that is still possible, and then this happened.

You are right.

The cheap, snap-backs have added to his "trailer park" appeal, which is a significant part of this schtick.

That said, if the First Felon looked to Mussolini for some fashion advice, he might look the part, a bit.
