There is a third option: a constitutional amendment giving states the right to remove the president. While such an amendment is not likely to pass under the current administration, the process might otherwise spur a discussion of Trump's crimes and force congress to act.

The court should impose civil contempt charges (that can't be pardoned) proportionate to their disobeyance of the order: $20 billion per day against Musk and Trump until they comply; lesser amounts against their lackeys.

Appoint receivers to attach Musk's and Trump's assets until they comply.
