Thank you both for your input. I guess the word dangerous was not the correct one. It was more around a person deleting a site because could do as opposed to person A excluding site from retention and person B deleting the site. This btw, is another excellent use of Adaptive scopes:

Hi Marc, an old client of mine uses adaptive scopes for the retention of sites, however I did wonder at the time that a SP admin can by design could exclude any site they want and delete it as opposed to a compliance admin which I find dangerous. Do you have any valid use-cases for using this?
