Germany is pressing for Turkey to join SAFE for industrial/operational benefits. Greece is strongly objecting and tying consent to lifting the 1995 'casus belli.' Meanwhile, the Council wants "like-minded partners" to work together with assurances to Athens. www.consilium.europa.eu/media/d2nhnq...

TIP's size and influence in Syria are understudied. China, however, has multiple cards to press Syria on TIP, including its veto right in the SC to maintain/lift the terror designation on the Syrian transitional president and his MoI, and UN sanctions in general.

The Commission believes that these individuals and groups violated military orders and are suspected of committing violations against civilians.
July 22, 2025 at 2:30 PM
When the MoD responded to the Commission's request to identify people in photos and videos identified by the Commission, it identified 298 people by their explicit names suspected of involvement in violations, a figure that remains preliminary.
July 22, 2025 at 2:29 PM
This, and other reasonable grounds, lead the Commission to believe that the violations, although widespread, were not systematic/organized.

While not ruling out the presence of several regime remnants among the killed, the committee believes that most of the killings took place outside or after the end of military battles.
July 22, 2025 at 2:26 PM
On March 6, the regime remnants carried out a series of large-scale hostile operations, targeting army and public security headquarters, checkpoints, and patrols. The remnants blocked main roads and killed 238 young security and army personnel in the governorates of Latakia, Tartus, and Hama.
