Mark is spot on imo. Details and finacials, including transition to new system need to be worked out. Something as complex this isn't as simple as passing a law. Doesn't mean it shouldn't be done, just that it needs to be figured out. We clearly can't stay where we are. It is just not working.

But the term "CNN reporting" has a whole different slant. I'm all for dunking on CNN when they deserve it but what I heard was a reporter reporting conspiracy theories immediately followed by her highly skeptical response.
