Exactly. The papers will moan about the cost but what choice does the city have? Unless by pure chance they have people on staff who used to do this sort of work they’re flying blind

It's crazy that so much of Toronto being flat or shrinking is unremarked or actively hidden. You get Cllr Mike Colle, whose ward grew only 1.7pc, saying his constituents are "threatened" by constant change. Or residents in the Annex, which has fewer people, saying there's no space for more density

The city is not stagnant only because of Toronto-St. Paul's and, especially, Toronto Centre and Spadina-Fort York. In any reasonable system city hall would be flooding these areas with resources

Yes, zoning was in part a way to keep noxious uses away from homes. But it went a whole lot further than that. In any event, I’d be willing to lay a $100 bet that no one would open a tannery in residential Toronto even if they were allowed

The 'any policies' in No.3 is defined quite widely..

"including (but not limited to) high housing construction taxes such as development charges, as well as zoning, land use, and building code provisions that make building 3+ bedroom units economically prohibitive"
