Es scheint Menschen zu geben, die es für progressiv halten, dass die EU 2/3 ihrer Mittel 7 Jahre im Voraus starr auf Regionen und Landwirte verteilt.

Meine Vorstellung von Progressivität ist das nicht.

Hier wird eine große Chance vertan.

The best way to torpedo the Commission's reform agenda for the MFF is to trigger a debate now on a new emergency debt instrument that makes all the old faultlines reemerge. Someone inside the Commission very consciously tries to do just that. And I doubt what they care most about is joint debt.

The pretty concise position paper of the new German government on the next long term EU budget aka MFF just dropped. It lends clear support to the Commission's bold reform ideas on the MFF architecture while unsurprisingly also remaining German in a few crucial areas.

Bevor sich das Märchen festsetzt, die USA hätten irgendwelche nichttarifären Hemnisse berechnet:
Man erhält die Werte, indem man den Überschuss im Warenhandel durch den Gesamtwarenhandel teilt.
Die Zollsätze erhält man, indem man diesen Wert nochmal durch 2 teilt, mindestens aber 10%.

Die Ergebnisse der AG Europa der Koalitionsverhandlungen sind da. Liest sich in finanzpolitischen Fragen ausgewogen und konstruktiv. Zum EU-Haushalt keine roten Linien, sondern klare Reformorientierung und Positivagenda weg vom Status Quo. Bei den Fiskalregeln Bereitschaft zur Regeländerung. Gut so.

In der allgemeinen Erleichterung über das Urteil ist ein bisschen untergegangen, dass der 2. Senat seinen Gang in den finanzpolitischen Irrgarten konsequent weitergeht, den er mit dem Ultra-Vires Urteil über das EZB PSPP-Programm angetreten hat.

Good outcome at the #EuCo on EU fiscal rules: National escape clause is branded as „immediate measure“ but the Commission is asked to explore further options (read: opening the rules). The insight seems to have kicked in that a prolonged use of the escape clause is probably not a good idea.

If you want Europe to have more tanks or fighter jets, someone will have to eventually pay the industry for producing them. That someone will have to go into debt, raise taxes or make savings on other spending. No financial alchemy at the European or national level will make that disappear.

This debate is becoming increasingly confused. There are two very different things: European spending on defence and EU spending on defence.
They are *not* the same and I have many questions from an EU budget person perspective on why we focus on the latter.
