Because they made the calculation that there would be no consequences if they murdered innocents, they go ahead believing it will be a deterrent to real smugglers. The insult is to the intelligence of smugglers who will simply shift their practices, as they always do. It is all for naught.

The hate is a horror, but throughout it is the corruption. Corruption is corrosive to warm human feelings because everyone is a victim, even other corrupt people. It has no boundaries, no bottom.
