Why the "cannot" on the vendor allowing export? They should be able to, as long as they send it directly to another compliant vendor.
Of course, they may not want to, or may want an exorbitant fee to do so, if export wasn't covered in original agreement

It isn't necessarily bullshit. These days there are stronger authentication methods (eg 3DS2) and more nuanced risk management, so a particular issuer might approve even with incorrect cvv if they are otherwise satisfied (or a merchant might elect to not even send CVV if other SCA is done)

Is there a middle ground? Have the camera start to slow and fade as they begin to move off, rather than stopping completely?
