Interesting. The more I look into this, it has definitely been around for a while longer. Just realized the historic code online only goes back to 2014. I’ve only been out here for around 6 years. Hard to believe it used to be worse!

From DEQ website it applies to Box Elder, Cache, Davis, Salt Lake, Tooele, Utah, and Weber Counties. Not exactly sure how that is enabled based on the Code (just a regular librarian and not a law librarian). deq.utah.gov/air-quality/...

Looks like it was 2014 with House Bill 154 and put in to the code later that year. The Code has been amended a few times since then.
