Sure people did when they could or weren't busy raising young families. 5-6pm was called feeding the family. 9-10pm was putting kids to bed. Internet access is not available state-wide.
News? Trump still claims that Social Security is no longer taxed. I have yet to see news disputing that.

Well, living in the Red State of Oklahoma, as a current Social Security recipient I can assure you it was not local news at the time.
It's not ignorance if one is not informed.

1983, computers were not common in homes. Most relied upon local tax accountants who took our shoe box of receipts & told us to sign the form.
It had nothing to do with paying attention.
Politics was not 24/7 on media of any kind.

I can only imagine the first Seniors who were on Social Security, many of them paying tax accountants to do their taxes. Many of them would have been unaware of what was happening or why.
