It works best if A is a bit brainy and B is not, e.g. housework, routine admin, even reading. It's not foolproof: sometimes Task A still doesn't get finished, but progress is made. And chores get done! Which helps with overall happiness. Task C is a snare: you're probably avoiding Task A. 2/2

This is shocking - and incompetent. I've lived in a flat with a similar heat network & there were occasional big bills for repair or upgrade work but the actual heating costs weren't THREE TIMES as much as people with their own boiler. These local authorities should hang their heads in shame.
