Can we talk about just how absurd this is? For the Uzbekistan project, $2M was already obligated back in FY2022. So they "saved" $1.1M. But here's the thing: Uzbekistan is transitioning from a state-imposed forced labor system in cotton production. They are the 6th largest producer globally.
