From what I know that seems to be an ender 3 heater, right? The temperature sensor is just held by a screw and the heater cables slide out by pushing a pin in the opposite side of the block. At least from what I remember

I'd first see if the temperature sensor is still working. If it is try to heat it up little by little and see if the cables to the heater are working. If you see everything working properly I'd say go ahead and heat it to a temperature just high enough to be able to remove the blob and clean it up.
